Chiropractors in Ontario are regulated by the College of Chiropractors of Ontario (CCO)
From the CCO website:
“Everyone is entitled to safe and competent health care. To ensure the public interest is protected, regulated health care providers in Ontario must obtain licenses or certificates of registration to practice their profession.
The College of Chiropractors of Ontario (CCO) is the governing body established by the provincial government to regulate chiropractors in Ontario. Every chiropractor practicing in Ontario must be a registered member of CCO.”

When Dr. Rick returned to Canada after graduating from the New York Chiropractic College, he met the CCO eligibility requirements, and has been a member in good standing since 2005.
The CCO determines what treatments and health care services can be performed by Chiropractors. This is called the scope of practice. Read it here
